		<description>Hi Bob, I guess it would depend on how much paper you are talking about and whether it would make a mess or blow away when tilling. How does your friend keep it in place? Does he cover it with other mulch? I&#039;ve never seen anyone use shredded paper on top of the soil like that. I would agree if it is so thick that it will not break down and decompose quickly.</description>
